Since 2007, Living Goods (LG) has been saving and improving lives in resource-constrained communities by facilitating access to cost-effective, quality education, diagnoses, treatments, and referrals for basic health challenges facilitated by cutting-edge technology and a cadre of motivated and supervised community health workers.

Our vision is to transform the way health care is delivered for generations to come, ensuring that all mothers and children have access to basic health care where they live.

Working in partnership with local governments every step of the way, we recruit, train, mobilize, and manage the performance of Community Health Workers (CHWs) who live in the communities in which they serve.

Each CHW is provided ongoing in-service training and a smartphone-enabled mobile diagnostic app that ensures clients receive a consistently high level of quality care at their doorsteps, and priority treatment when referred to formal health clinics for additional services.

In addition to the Smart Health app we built with partner Medic Mobile, we believe mHealth technology is so essential that we’ve been building up our in-house programming capacity so that we can efficiently work across any technology platform and support any government partner.

We ensure that the CHWs in our network are regularly stocked with a quality supply of life-saving medications and other health-related products, which support our focus on ameliorating the biggest drivers of maternal and child mortality, particularly during the first 1,000 days of life.

This includes education, assessments, treatments, referrals, and follow-up care for malaria, pneumonia, diarrhea, undernutrition, immunizations, maternal health, and family planning.

While CHWs are largely motivated by a genuine desire to help their neighbors, Living Goods creates an environment that allows for additional financial and non-financial incentives that help motivate them.

In addition to margins on sales, this includes incentives for hitting performance-based targets, awards and recognition, and improved and respected status in the community.

In most cases, Living Goods recovers 100% of the product costs on these sales and earns a modest wholesale margin that covers a portion of operational costs.

In addition to our direct operations in Kenya and Uganda, we employ a variety of approaches to promote community health as a key driver for universal health coverage, including providing governments and other NGO partners with technical assistance in support of health systems strengthening.

Combined, our direct operations, and partner networks across Kenya, Uganda, Zambia, and Myanmar are reaching 6.5 million people.

We are also deeply engaged in advocacy and supporting policy development, health financing support, research, and experimentation and innovation as drivers to scale and deepen community health programs around the world.

The Work.

Living Goods is looking to hire a consultant to assist with the development of a library that can be used within its suite of technology products to improve and power it’s GIS and GPS capabilities.

Living Goods, with its technology partners, develops and maintains a suite of digital tools that enable a network of Community Health Workers and associated efforts from a national level down to branches that coordinate the efforts of community health within the lowest governmental structures.

All these tools require exceptional GIS and GPS capabilities to enable the collection, analysis, and usage of the geographic information that we collect during the work we do in communities.

The desired outcome is a library that we can embed within our applications that will run in the background at all times. With such a library, we can concentrate on the development and testing effort of GIS and GPS capabilities into one high-quality library that can provide a uniform level of features across all our digital properties.

Key Tasks

  • Develop an android GPS Service running in the background that will capture GPS / GIS coordinates at every 5 minutes (time limits and time chunks should be configurable and customizable)
  • The GPS service will capture and save the GPS coordinates with the timestamp and device id among other fields in the database.
  • Design and develop REST API for server-side persistence of GPS data
  • Service to make calls to REST API to save GPS data on the server when connected to the internet
  • Service should have intent(s) that can be invoked by other applications
  • Provide a REST API for service consumption that will have among other the following endpoints
  • Get GPS Coordinates right now
  • Get GPS coordinates for a full day
  • Get GPS coordinates for a week
  • Get GPS coordinates for a Month
  • Get the distance covered for today / week / month by user id / device id
  • Create a MAP service by calling the GPS service using the intents , the map service should;
  • Plot coordinates on a map
  • Plot movement of CHW on the map using the timestamp of the GPS coordinates
  • Plot a Heatmap using the coordinates and timestamp data by user id / device id
  • Provide analysis of the number of visits to a location
  • Provide analysis for unit time spent on a location
  • Deliverables

  • At the end of this consultancy, you will be expected to deliver the following;
  • Fully functional GPS Service developed as a library (Android Service) that will be re-usable across services such as maps and in various flavors via the use of intents
  • The service in a. above must be configurable in time frequencies of every 5, 10,30, 60 minutes, etc.
  • Coordinates from this service will be made available via a REST API
  • Fully functional map service developed from intent calls on the GPS service
  • Your Support Structure

    Working remotely, you will be supported by the Living Goods staff, the Country Director, and the respective program leads, who are based in Kenya and Uganda to deliver on this scope of work.

    You will meet with them on a routine basis to share progress updates and gather additional insights on the project.

    Minimum Qualifications and Experience

    Technical credentials.

    You have a Masters-level degree in information technology, computer science, Engineering, Mathematics, or Statistics.

    Technical experience.

    You have at least 5+ years of experience creating data collection & processing systems especially working with GPS and GIS systems.

    Experience of user requirement gathering (i.e. functional and non-functional) and translating them to technical requirements.

    Experience in evaluating user requirements against the technology stack available with recommendations and timelines.

    Experience creating functional specifications or requirements, prototyping and pilot testing software solutions

    Implementation.

    Experience working with non-governmental organizations as well as providing technical assistance to government, donors, and / or implementing partners.

    You are skilled in change management.

    Articulate.

    You have professional proficiency in written and spoken English. You have excellent communication skills, both orally and written, for policy briefs, PowerPoint presentations et cetera.

    Analytical.

    You have exceptional analytical skills. You possess critical thinking skills to enable troubleshooting in unpredictable environments, as well as quantitative Excel skills to create and edit complicated budgets.

    Project management.

    You are disciplined, methodical, and organized. You are detail-oriented in your knowledge management and information systems, from email to Dropbox folders.

    You keep your eyes on the prize, but also set and achieve collective goals with others along the way. You are self-directed and able to move things forward with limited input from others.

    Multitasker.

    You’re able to juggle multiple tasks at once while †keeping calm and carrying on. You think strategically, handle ambiguity, and work well in a multicultural environment.

  • Proposals shall include :
  • Capacity statement detailing relevant qualifications and experience and CV(s) of key personnel working on the study
  • Detailed timeframe specifying milestones towards key deliverables
  • A detailed budget including the associated costs.
  • Misrepresentation.

    LG decision-making process will to a large extent be reliant upon the information supplied by the bidder. Should it be found that aspects of such information are incomplete, untrue or misleading, LG reserves the right to terminate / disqualify the bidder.

    Evaluation of Bids.

    a) Evaluation of bids submitted pursuant to this RFP will be carried out by LG as appropriate.

    b) In evaluating bids, LG will seek best value for money rather than merely the lowest price bid

    LG reserves the right to do partial awards.

    Amendments .

    If at any time prior to award LG deems there is a need for a significant modification to the terms and conditions of this RFP, LG will issue such a modification as a written RFP amendment to all competing bidders.

    No oral statement of any person shall in any manner be deemed to modify or otherwise affect any RFP term or condition, and no bidder shall reply on any such statement.

    Upon release of this RFP, all bidder communications concerning this RFP should be directed to the RFP requestor. Unauthorized contact regarding this RFP with other LG employees may result in disqualification.

    Post-Tender and Iterative Negotiation. LG reserves the right, in its sole discretion, to conduct post tender and / or iterative negotiations to the extent necessary.

    Extension of Bid Validity Dates. When necessary and appropriate under the circumstances, LG may request bidders in writing to extend the validity period of the bids.

    A bidder may refuse to extend its bid however; its bid will be disqualified.

    Rejection or Award.

    LG is not bound to accept the lowest price and reserves the right to accept any bid in a whole or in part and also to reject any or all tenders without disclosing any of its reason for taking of the decision resulting from this RFP.

  • In the event that this contract is split the pricing offered in the bid is expected to be maintained. Should there be pricing differences in line with business awarded;
  • this must be clearly stated in your proposal.

  • Rejection may be initiated by the following circumstances;
  • None of the bids are adequatelyThere is evidence of insufficient competition, or The lowest bid exceeds the estimated value or funds available by a significant amount and cannot be reduced by negotiation etc.
  • All awards are subject to availability of adequate funds from LG and the receipt of all required approvals from Donors.

    LG will officially notify all successful and unsuccessful bidders.
