GIZ International Services is shortlisted for the EU-funded tender : " Institutional Capacity Building to the Renewable Energy Sector" in Kenya.
The overall objective of the project of which this contract will be part is to contribute to poverty reduction and accelerated and inclusive economic growth, including through a more sustainable and efficient energy sector in line with the targets of SE4All.
The purpose of this contract is to provide institutional and other support to public and private stakeholders of the Kenyan energy sector in the identification, planning and implementation of renewable energy, energy access and energy efficiency projects.
Supporting Counties to :
ensure adequate liaison with MoE and energy agencies;
facilitate the development of the County Department in charge of energy including in terms of staffing and equipment;
identify and plan activities / projects to be developed by the County Department in charge of energy and related funding;
improve management and technical skills within the County Department in charge of energy.
Coordinating the institutional support to Counties :
assessing the needs and demands of the County Departments in terms of
coordinating and staging the inputs of the non-key experts at Counties to maximise
supervising all non-key experts activities at Counties and reports production in a view to maximise quality and impact of the support;
organising any meeting needed for the proper management of the support to Counties;
measuring the effectiveness of the provided support with regard to Counties' initial demand.
Liaising with the EUD on issues of project implementation
Qualifications and skills
Must possess at least a Master Degree in Infrastructure, Environmental Engineering, Energy or a related discipline or equivalent professional experience of at least 10 years.
Must be fluent in the English language.
General professional experience
At least 6 years of experience in the energy sector.
Specific professional experience
At least 1 year of cumulative experience as sustainable energy training expert in a technical assistance / capacity building programme to a ministry of energy or energy agency or equivalent body;
At least 2 years of cumulative experience in technical assistance / capacity building to aministry of energy or energy agency or equivalent body;
Previous working experience in Kenya and neighbouring countries will be an advantage;
Previous experience with a SE4All-related programme will be an advantage;
Previous experience in each of the three focal areas of SE 4 All (RE / EA / EE) will be anadvantage.
