Responsibilities

  • Partner with the MEL Lead to design, manage, strengthen and provide strategic direction to the Kenya food aid Monitoring, Evaluation, Accountability and Learning(MEAL) systems, ensuring cross-learning in MEAL among Kenya-based projects, as well as collaborating on learning across partners;
  • Collaborate with staff on day-to-day implementation of all key MEL processes;
  • Participate in activity-level monitoring and verification of results in the field, including ensuring that data is complete, accurate, and consistent with agreements and reports;
  • Maintain a thorough knowledge and understanding of all project activities, target populations and implementation approaches;
  • Provide needs-based training for MILE program staff and partners on M&E tools that will enable the teams to implement the M&E plan effectively;
  • Expose staff to a range of qualitative and quantitative methodologies for data collection of data;
  • Roll-out and implement the County Integrated Monitoring and Evaluation System (CIMES) which provides an integrated structure and process for counties to engage stakeholders, plan, govern, manage and operate independently and in sync with one another;
  • Develop relevant data collection tools and protocols that reflect the client’s needs;
  • Work closely with the MEL Team Lead and other project staff on a variety of tasks as assigned;
  • Build the capacity of the staff in development and use of county level indicator performance tracking table for monitoring of progress;
  • Implement quality control management policies and processes for checking all incoming and outgoing details of data;
  • Monitor data collection, ensuring its correct implementation in line with agreed M&E plan;
  • Coordinate with database staff on verifying and cross-referencing incoming data and completed reports as needed;
  • Conduct data quality checks and internal assessments;
  • Develop / update training materials in key aspects of monitoring and verification tools, protocols and processes;
  • Conduct trainings and develop the capacity of field staff;
  • Serve as field-basedsecurity focal point and liaise with the HO-based security team;
  • Implement surveys as needed.
  • Qualifications

    Preferred Knowledge, Skills and Abilities :

  • Experience with developing, testing, and refining data collection approaches, systems, tools and processes for program monitoring in line with required FFP indicators;
  • Knowledge of relevant USAID rules and regulations related to monitoring and verification activities and approaches;
  • Experience supporting local institutions to help them to improve their information systems;
  • Experienced in developing data collection tools, data collection protocols, quality assurance strategies, data management and data visualization;
  • Ability to multi-task within tight deadlines and with strong attention to detail;
  • Excellent English, oral and written;
  • Strong collaborative and relationship management skills.
  • Minimum Requirements :

  • Must have at least five (5) years working experience in related topics in Kenya and / or East Africa;
  • Familiarity with data analysis tools includingExcel and statistical software, such as SPSS or STATA;
  • Experienced in developing data collection tools, data collection protocols, quality assurance strategies, data management and data visualization;
  • Strong communication and inter-personal skills required for working with multi-cultural, multi-lingual and multi-ethnic teams;
  • Cross cultural awareness and sensitivity;
  • Oral and written fluency in English required.
  • Education : A Bachelor’s degree in the field of evaluation, statistics, economics, international development or a related technical field.

    Working Environment : The majority of work is performed in a typical corporate office environment, with some work performed in the field in Northern and Eastern Kenya.

    Physical Requirements : This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

    Supervisory Responsibility : This position does not have supervisory responsibilities.

    Travel : International travel may be required and may include travel to fragile and / or conflict-prone zones.
